더 큰 문제는 중국이 우리나라 해양 조사선이 이 구조물이 진짜 양식장인지, 혹시 바다를 오염시키지는 않는지 등을 확인하려고 접근했을 때, 흉기로 위협하면서 막았다는 거야! 이건 정말 심각한 문제야. 우리 바다에서 우리가 조사하겠다는데, 다른 나라가 힘으로 막는 건 절대로 안 되는 일이거든. 마치 우리 집 마당에 누가 와서 뭘 짓고 있는데, 우리가 가서 보려고 하니까 쫓아내는 거랑 똑같은 거야.
이런 중국의 행동은 단순히 시설물 몇 개를 설치하는 문제를 넘어서서, 우리나라의 해양 주권을 침해하는 아주 심각한 문제로 이어질 수 있어. 만약 중국이 저런 식으로 계속 구조물을 늘리고 자기네 마음대로 행동하게 된다면, 우리의 어업 활동에도 큰 피해가 올 수 있고, 나아가서는 서해 전체의 안보에도 위협이 될 수 있다는 우려가 나오고 있어.
그래서 우리 정부도 이 문제의 심각성을 인지하고 중국에 강력하게 항의하고 있고, 국제사회와 협력해서 이 문제를 해결하려고 노력하고 있단다. 우리 학생들도 이 문제에 대해 관심을 가지고, 우리나라 바다를 우리가 어떻게 지켜야 할지 함께 생각해 보는 것이 중요해. 연평해전에서 우리 해군 용사들이 목숨을 바쳐 지킨 서해 바다를, 지금 우리는 또 다른 방식으로 지켜나가야 하는 숙제를 안게 된 셈이지.
recently there's been a pretty serious issue coming up in our West Sea, the waters off the coast of Korea. It's about China constantly installing these strange structures in our waters. Let me explain this in more detail by connecting it to the story of the Yeonpyeong Battles we just learned about.
Remember how we talked about the Northern Limit Line (NLL), which is our maritime border, during the Yeonpyeong Battles? This NLL is actually the boundary between South and North Korea in the West Sea, and the area around it is a very sensitive place.
But lately, not only North Korea but also China has been causing problems with various activities in this West Sea. In particular, there are reports that China is secretly installing large steel structures in an area called the Korea-China Provisional Measures Zone. This zone is where the Exclusive Economic Zones (EEZs) of Korea and China overlap, so originally, setting up facilities or developing resources there, other than for fishing, is not allowed. Think of it like sharing a school playground, but then one side suddenly starts building structures just for themselves.
China claims these structures are just fish farms for raising seafood, but in Korea, we're not really buying that. That's because in the past, in the South China Sea, China used similar tactics to build artificial islands and then claim them as their territory, leading to conflicts with neighboring countries. So, people in Korea are worried that China might be trying to use these structures in the West Sea as a stepping stone to increase their influence over the sea, a kind of "West Sea Project."
The bigger problem is that when Korean maritime research vessels tried to approach these structures to check if they were really just fish farms and if they were polluting the sea, the Chinese threatened them with weapons and blocked them! This is a really serious issue. It's our sea, and we should have the right to investigate, but another country is using force to stop us. It's like someone coming into your yard, building something, and then chasing you away when you try to take a look.
These actions by China go beyond just installing a few structures; they could lead to a very serious infringement on Korea's maritime sovereignty. If China continues to increase these structures and act as they please, it could cause significant damage to our fishing activities and, furthermore, pose a threat to the overall security of the West Sea.
Therefore, our government is well aware of the seriousness of this issue and is strongly protesting to China. They are also working with the international community to try and resolve this problem. It's important for you students as well to pay attention to this issue and think about how we should protect our seas. Just like the brave ROK Navy soldiers who sacrificed their lives to defend the West Sea in the Yeonpyeong Battles, we now face another kind of challenge in protecting our waters.
